Responsible for developing and implementing a comprehensive sourcing strategy to leverage company buying power to ensure quality, cost, and delivery standards are achieved; developing budgets; managing purchasing projects and on-going capital needs; developing and implementing policies and procedures related to the procurement of goods and services; and directing and managing purchasing department and staff.
JOB DESCRIPTION DETAILS
Personnel Management/Leadership
- Directs and leads purchasing staff in all phases of purchasing including the acquisition of Direct and Indirect - supplies, raw materials, equipment, contractual and professional services, and CAPEX.
- Develops, implements, and maintains policies, procedures and intra-departmental communications; maintains managerial relationships by encouraging and providing a timely, two-way flow of information between subordinates, management, and user groups.
- Provides training and development opportunities for team members to drive meaningful work and achieve results
- Conducts timely and accurate employee performance evaluations; addresses performance issues as needed.
- Leads, mentors, recruits, trains, motivates, reviews, coaches, develops, and retains a high-performance team.
- Liaise with counterparts in other functional areas such as Sales, Product Management, Supply Chain Personnel, as well as global purchasing staff to ensure alignment of activities and objectives.
Supplier Relationships
- Develops supplier scorecard processes and related metrics to assess and manage supplier performance; reviews with vendors and management as needed.
- Responsible for driving comprehensive sourcing strategies for key categories – metals, plastics, chemicals, valves, and CAPEX.
- Provides oversight to the development execution of a supplier qualification and certification process; provides leadership in the qualification, source selection, contract negotiation, and relationship management with suppliers; strives for continuous improvements in quality, service, and cost/discounts; selects vendors, assesses vendor capabilities, develops and selects alternate sources and continuously evaluates vendor performance.
Business Planning
- Responsible for the review and maintenance of master data quality for all purchases.
- Develops and administers the departmental budget; approves and manages expenditures; forecasts short and long-range budgeting needs.
- Develops and implements an overall supply chain strategy to support business objectives; focuses on quality, cost, and delivery while ensuring compliance with all appropriate standards and procedures.
- Develops and conforms to key metrics for the operation including cost reduction targets, year on year standard cost control, and factory satisfaction measures.
- Creates and implements key procurement policies on Ethics, Quality, Delivery and Cost using Master Purchase Agreements, E-procurement, and other tools.
- Determines the appropriate course of action regarding emergency purchasing situations.
- Works closely with team members to identify and achieve leverage and savings opportunities; assists in the negotiation of bulk discounts, cost savings, and other continuous improvement opportunities.
- Manages and keeps all project budgets and records up to date at all times; provides accurate, up to minute project summaries and updates; develops and implements tracking and forecasting systems to better support estimating and budgeting processes; provides accurate and up to the minute capital expenditures reporting as requested.
- Analyzes trends, identifies problems, and makes recommendations to avoid future issues; addresses and resolves all issues that develop with vendors, quality, and pricing to ensure a consistent quality product is delivered in a timely fashion.
- Analyzes market dynamics of purchased materials and offers proposals for future actions.

REQUIRED QUALIFICATIONS
Knowledge, Skills and Abilities
- Knowledge of computer programs including but not limited to Microsoft Word, Excel, Outlook, SAP, MRP
- Knowledge of supply chain levers; Logistics, Industrial Engineering and Manufacturing
- Strong working knowledge of inventory planning, forecasting techniques as well as operational systems and warehouse management
- Thorough knowledge of contract administration and materials management concepts and practices
- Thorough knowledge of the law related to public purchasing
- Broad knowledge of negotiation strategies, macroeconomics, inventory control and manufacturing processes
- Proven success in working collaboratively with operations, engineering, and technical new product development teams
- Proven ability to develop and implement cost reduction strategies
- Demonstrated ability to lead, supervise and manage employees in a team environment
- Ability to be detail-oriented with strong quantitative analytical skills with an innovative approach to problem solving.
- Ability to plan, organize, and coordinate complex work and maintain a high degree of accuracy
- Ability to deal with the public in a courteous, diplomatic, and tactful manner
- Ability to communicate effectively both orally and in writing with all levels of the organization

Education, Certification/License & Work Experience
- Bachelor’s Degree in purchasing, supply chain, operations, materials management or related field
- Master’s Degree or MBA preferred
- 10 years of related experience in purchasing and managing others
- CPM, CPSM, CPIM, CSPC or equivalent purchasing certification a plus, ASCM (formerly APICS)
Equivalent combinations of education and experience may be considered.
Salary range: $145,040 - $163,000 annually based upon experience
